Business Assistant Facility II (BAFII) represents Pillar C (Improving Firm-level Competitiveness) of the Lao PDR Competitiveness and Trade Project, supported by Australian Aid, Irish Aid and the World Bank. It is built on the success and experiences of the phase one of the Business Assistance Facility I under TDFII. The BAFII is being implemented by an independent international consultancy company ECORYS UK. The contract was signed with the Ministry of Industry and Commerce and being supervised by the National Implementation Unit (NIU).
The primary objective of the project “is to improve firm-level competitiveness, in particular the diversification of the economy moving away from traditional natural resource sectors.” This achievement results through specific, focused and tailor-made business development advisory service programs and matching grants to the private sector. A secondary objective of the project is “to support the broad shift in government strategy towards the private sector moving away from detailed transactional control and focusing on facilitation and support”.

The BAF Team is composed of experienced, seasoned Business Advisors, who bring extensive experience in the private sector. The team will mentor and hand-hold Lao PDR Enterprises free of charge, in order to assist them to improve their global competitiveness in a measurable way.
In addition, BAF pays for 50% of the cost of specialized and focused TA (Technical Assistance) needed by Lao partner enterprises to grow their business. This TA can cover specific areas, such as: quality standards and certifications, product design, market access, export development, strategic management, IT systems, ERP systems, branding, efficiency improvements, introduction of new technologies and innovation, etc…
