DPC, MOIC organized a workshop on Private Sector Development Framework – Business Enabling Environment, Value Chain Development and BMO management
Oudomxay Province, 2-3 March 2022, the Department of Planning and Cooperation, Ministry of Industry and Commerce, organized a workshop on Private Sector Development Framework – Business Enabling Environment, Value Chain Development and BMO management under the promotion of Export Competitiveness and sustainability support Public-Private Dialogue in Northern Lao PDR (ECL) project. The workshop was chaired by Mr. Sengphanomchone Inthasane, Deputy Director General of the Department of Planning and Cooperation, with total 30 participants (4 women), representatives from the Provincial Industry and Commerce Office (PICO) and the Provincial Chamber of Commerce and Industry (PCCI) from three northern provinces (Oudomxay, Luangnamtha and Phongsaly).
This workshop aims to build capacity on donors’ strategy of private sector development, improving business environment, analyzing value chain process and management of business organization for project implementing agencies including project partner, PCCI. The achievement from the workshop will enhance understanding of private sector development that is main player of the economy and improving business environment is needed.
Mr. Sengphanomchone Inthasane, Deputy Director General of the Planning and Cooperation Department, emphasised the workshop’s objectives on building specific knowledge for project implementing teams, particularly on the private sector development, business enabling environment, value chain development and BMO management which is essential for both public agencies and business association to apply on their works. This workshop was expected to increase the momentum of attention on smoothening business activity.
The meeting went through the agenda, contributed well with fruitful comments and discussion from the participants. The facilitators from the Department of Planning and Cooperation also prepared some ice-breaking activities for each participant to better get to know each other.
Before ending the two-day workshop, the chairman of the meeting, expressed his great gratitude towards the representatives from the Provincial Industry and Commerce Office and the Provincial Chamber of Commerce and Industry from three northern provinces for their participation and contribution to the workshop.
The workshop was supported by ECL Project which is funded by the Enhanced Integrated Framework (EIF). EIF is an Aid for Trade partnership in action for the Least Developed Countries (LDCs). Operational since 2009, the EIF is a multi-donor program that supports the LDCs to become more active players in the global trading system by helping them tackle supply-side constraints to trade.
ECL Project intends to promote private sector-led economic growth in the least developed Northern Region of the country in response to the Government’s eight National Socio-Economic Development Plan (NSEDP). The project consists of three components: Improvement of the local business environment, Enhancement of productivity and exports of critical sectors, and project management.
